Public comment period opens for senior center environmental review

A key milestone has been reached in the development of the Fox Crest Community Center, also known as the new Laramie County Senior Activity Center, as the facility moves closer to an opening date.

Following a comprehensive environmental review, the City has determined that the project will have no significant impact on the human environment, clearing the way for the next steps in the process.

An Environmental Assessment was required for the project under U.S. Department of Housing & Urban Development (HUD) rules, as the new senior center sits on land owned by the Cheyenne Housing Authority with past ties to HUD funding. Since the Cheyenne Housing Authority is a separate agency from the City, the center is not a City of Cheyenne project, but the City serves as the Responsible Entity for local HUD projects and grants.

The facility is located at 4125 Cox Court in Cheyenne.

The HUD-required public comment period for the Finding of No Significant Impact (FONSI) and the Notice of Intent to Request Release of Funds (NOI-RROF) is from May 28, 2025, through June 11, 2025. While the City is accepting comments concerning the environmental review for the project, questions about the senior center project itself should be directed to Laramie County Senior Services at 307-635-2435. Information about the FONSI, the NOI-RROF, and the environmental review and how to provide comment is below:

Project Overview

On or about June 12, 2025, the City of Cheyenne will submit a formal request to the Office of Public Housing, Region VIII, U.S. Department of Housing & Urban Development (HUD), seeking approval for the release of funds under Section 18 of the United States Housing Act of 1937. The Fox Crest Community Center project (Laramie County Senior Activity Center), with an estimated total cost of $10.1 million, involves the disposition of HUD property. Notably, no HUD funding was allocated for this project.

Environmental Review and Public Access

The City’s environmental review found no significant impact, and as such, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The Environmental Review Record (ERR) is available for public inspection at the Mayor’s Office (2101 O'Neil Ave. Rm. 310, Cheyenne, WY 82001) on weekdays from 9 a.m. to 4 p.m., and online at the Housing & Community Development Division website: https://www.cheyennecity.org/Your-Government/Departments/City-Treasurer/Housing-Community-Development-Division.

Public Comments Invited

Community members, organizations, and agencies are invited to submit written comments regarding the ERR by email to Amy Gorbey, Community Development Manager, at agorbey@cheyennecity.org. All comments must be received by 11:50 p.m. on June 11, 2025, and should specify which notice they address. The City will consider all feedback before authorizing the request for release of funds.

Environmental Certification

Mayor Patrick Collins has certified that the City of Cheyenne has fulfilled all responsibilities related to the environmental review process. The HUD Region VIII Office of Public Housing’s approval will allow the Cheyenne Housing Authority to proceed with the disposition of land.

Objections to Release of Funds

Objections to the release of funds or the City’s certification may be submitted to the HUD Office of Public Housing, Region VIII, at 1670 Broadway Street, Denver, CO 80202-4801. Objections will be accepted for fifteen days following the anticipated submission date or HUD’s actual receipt of the request, whichever is later, and must be based on specific regulatory grounds.
