DDA Plan of Development Progress: Q2 2025
On February 24, 2025, the Cheyenne City Council officially adopted the 2024 Cheyenne Downtown Development Authority (DDA) Plan of Development, now available at cheyennecity.org/dda. This forward-looking, living document outlines four core focus areas essential to downtown revitalization:
- Building & Street Character
- Economic & Cultural Development
- Infrastructure & Land Use
- Transportation & Parking
The plan is designed to be iterative, with regular reviews and updates to ensure responsiveness to community needs and opportunities.
Following adoption, the DDA has been actively working to kick off implementation. The DDA Board held a Work Session on April 17th to establish 1-Year Goals.

- Communications: Including website updates and efforts to enhance public perception
- Resource Repository: With an emphasis on market analysis for the downtown core
- Parking Enhancements: New striping and creation of additional parking spaces
- Streetscape & Greenscape Upgrades: Planters, street fixtures, and beautification elements
- Wayfinding Improvements: Including gateway treatments and updated signage
- Winter Events: Exploring the return of a downtown New Year’s Eve celebration

During the session, the DDA will finalize the subcommittee structure and outline next steps to support focused, efficient progress across our priority areas. Please note: like the work session on April 17th, this work session will not include a public comment period.
