Income-Restricted Housing
Projects that provide income-restricted housing (up to 80% AMI) for a guaranteed minimum of 15 years are eligible for the Development Incentivization Program. The program provides reimbursement of building permit fees for eligible projects:
- Affordable Single-family Homes: Up to $5,000 per project
- Affordable Multi-family Housing: Up to $10,000 per project
What is AMI?
AMI stands for Affordable Median Income, and is dependent on the area. Cheyenne, WY has the following AMI guidelines (per HUD): Area Median Income Limits 2024
*Income limits are for the Cheyenne Metropolitan Statistical Area. Effective until superseded.
*Income limits for 30%, 60% and 80% as published by HUD. Income limits for all other income levels calculated per HUD methodology, based on Very Low Income (50% AMI) limit.

How to Apply
1. ELIGIBILITY
Project must be one of the following:
- Within the Downtown Core Development Area
OR
- Provide income-restricted housing (80% AMI) for a guaranteed minimum of 15 years
OR
- Be a contributing historic structure and only propose building changes consistent with maintaining the historical integrity of the structure
2. APPLY AND RECEIVE BUILDING PERMIT FOR ELIGIBLE PROJECT
Apply for a building permit at www.cheyennecity.org/Your-Government/Departments/Compliance-Department/Building-Permitting-Licensing or in-person at 2101 O’Neil Ave, Suite 202.
3. COMPLETE ELIGIBLE PROJECT
Project must be completed within one (1) year of issuance of reimburseable building permit.
4. COMPLETE AND SUBMIT A FEE REIMBURSEMENT APPLICATION
Go to the City of Cheyenne OpenGov Portal for the Fee Waiver Reimbursement, then follow the instructions to apply. Any project eligible for building permit fee reimbursement must be completed before June 30, 2030.
This program has a total limit of $200,000 of reimbursements and is open until June 30, 2030.
