The Council Corner – May 2026

This month’s Council Corner features significant Council actions over the previous month and a look ahead to what may be on the docket in June.
During May 2026, Council’s actions included:
- A new microbrewery application for Jagerhund Brewing, 3521 E. Lincolnway, was approved.
- Zoning amendments were approved for areas south of I-80 and east of Southwest Drive to Agricultural and Light Industrial.
- Conforming amendments related to oversized vehicles parked on public streets were approved, including moving enforcement of the ordinance to the Police Department and adding restrictions to the permitting process. No changes were made to the time frame that oversized vehicles are permitted on City streets during the summer months (5 days before Memorial Day to 5 days after Labor Day).
- Resolutions were adopted related to the reappropriation of the Fiscal Year 2026 budget, as required by state statute, and the appropriation of excess funds from the 2021 1% Specific Purpose Sales and Use Tax for the acquisition of the former Laramie County Senior Center building. Various resolutions were adopted related to annual funding for the Transit Program. Budgets for the Downtown Development Authority and the Cheyenne Regional Airport Board for Fiscal Year 2027 were adopted by the Governing Body.
- Final Plats for Polo Properties (located south of E. 12th Street, east of Crest Park Drive, and west of Cottonwood Drive); Darnell Homesite 2nd Filing (located west of Ridge Road and east of Darnell Place); and Harmony Valley, 23rd Filing (located south of West Allison Road, west of Waltersheid Boulevard and north of West College Drive).
- Contracts for road improvements at Yellowstone Road and Dell Range Boulevard and the extension of Storey Boulevard were approved. A contract for the Rail Crossing Elimination Project along Reed Avenue with BNSF Railway was also approved.
- Various bids were accepted for vehicles and equipment for the Street & Alley Division, Animal Control, Fire Rescue, and the landfill.
- After extensive public comment, an ordinance proposing a 12-month moratorium on data center development was defeated.
In addition, City Council and Board of Public Utilities held a work session on May 1 with Human Resources to review employee compensation and retention. A recording of this session is available on the City of Cheyenne YouTube page.
At its meeting on June 8, Council will hold a public hearing for annexation of property located northwest of the intersection of Clear Creek Parkway and Gannett Peak Drive and property located east of South Greeley Highway and south of Sweetgrass Subdivision. Council will also consider the City of Cheyenne and the Board of Public Utilities Fiscal Year 2027 budget on third reading. Finally, Council will hear ordinances on third reading related to solid waste, water, and sewer rates.
On June 12, Council will hold a work session to review recommendations from the Juvenile Justice Taskforce and on June 27, the City will host the annual Superday event, with this year’s event kicking off a week of activities related to the celebration of America 250!
Council would like to remind residents of Council & Coffee events during the month of June: Ward 1 on June 6 at the Pioneer Park Center (1331 Talbot Ct.) and Ward 3 on June 20 at Dazbog Coffee (3911 E Pershing Blvd.) from 9 a.m. until 11 a.m.

Council Meetings
The Council utilizes a structured monthly meeting schedule to manage its responsibilities:
Regular City Council Meetings
- When: Second and fourth Mondays of each month.
- Time: 6 p.m.
Standing Committee Meetings – These committees review agenda items the week prior to regular Council meetings:
- Public Services Committee: Generally meets the first and third Mondays of the month at noon (Council Chambers).
- Finance Committee: Generally meets the first and third Tuesdays of the month at noon (Council Chambers).
Additional Meeting Types
- Work Sessions: Held on Fridays during the lunch hour (noon). These are informational sessions for the Council to learn about department initiatives, new policies, or community concerns.
- Committee of the Whole: Occasionally scheduled (often Wednesdays at 6:00 p.m.) for the entire Council to discuss major issues like goal setting or specific large-scale projects, such as the 6th Penny Initiatives and Budget Presentations.
All meetings are held in City Council Chambers, Municipal Building (2101 O’Neil Avenue). Regular Council meetings and work sessions are livestreamed via Zoom, Facebook and YouTube. Recordings of all meetings are available via the City’s website on the City’s YouTube page.
