Solar energy project planned for Belvoir Ranch; Open House scheduled

The City of Cheyenne is currently negotiating a lease agreement with Hanwha Renewables for the development of an approximately 140 MW solar and energy storage project on the City’s Belvoir Ranch property, and residents are invited to learn more about the project at events next week.

The project would be located on a section of the eastern Belvoir Ranch and would not affect the recently-opened trail network or other existing recreational opportunities. Solar energy was identified as a potential use on the property in the 2024 Belvoir Ranch Master Plan update and would generate revenue for the City of Cheyenne.

The lease would be for around 25 or more years and strictly for solar and energy storage development, with no other uses permitted.

City Council must approve the lease agreement, which is planned to be introduced on Sept. 28 before being reviewed by a council committee and then considered by the full City Council in October.

This project would mark the second Hanwha Renewables project in Laramie County. Under its former name, Qcells Development, Hanwha Renewables developed the 150 MW South Cheyenne Solar project off South Greeley Highway in unincorporated Laramie County. The company received the 2023 Industry Wildlife Stewardship Award from the Wyoming Game and Fish Department for the project’s extensive wildlife mitigation measures, exceeding regulatory requirements.

Community Open House

Hanwha Renewables invites the community to learn more about the proposed project, ask questions, and provide feedback before the lease agreement is formally introduced to the Cheyenne City Council.

The open house will be Thursday, Sept. 24, from 5 p.m. to 7 p.m. at the Laramie County Community College Training Center (TC), Room 112. Light refreshments will be provided.

Additional event details, including a map and directions, will be posted on the Hanwha Renewables’ LinkedIn page as the event date approaches. Residents are encouraged to attend and participate in the discussion.

Council Work Session

City Council will also hold a work session on the project on Friday, Sept. 25, at 12 p.m.

The work session is available to attend in-person in Council Chambers at the Municipal Building (2101 O’Neil Ave.) and will also be available to watch remotely. A Zoom link and information about watching remotely will be available at www.cheyennecity.org/zoom.

No public comment will be taken during the work session and no other business will be conducted.
