Comment period open for amendment to CDBG program plan

The City of Cheyenne’s Housing and Community Development (H&CD) Division is proposing a Substantial Amendment to its 2025–2027 Consolidated Plan and Program Year 2025 Annual Action Plan for the Community Development Block Grant (CDBG) program, and a public comment period is now open for the amendment.

The proposed amendment introduces a new Consolidated Plan goal: “Provide Safe, Decent, Affordable Housing.” It also updates the PY25 Annual Action Plan to reallocate unspent and repaid CDBG funds to support:

  • A new real property acquisition activity for future affordable housing development.
  • A new public service activity benefitting a local food bank serving low- and moderate-income residents.
  • Reallocation of public service funds to existing eligible activities following cancellation of two previously approved projects.

The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD).

These updates are consistent with HUD’s national objectives and eligible CDBG activities and reflect the City’s ongoing commitment to addressing local needs for affordable housing and essential community services.

Public Comment Period

The City invites public review and comment on the proposed amendment through Tuesday, Jan. 6, 2026. During this period, the amended documents will be available for public inspection:

  • Online at the City’s website: www.cheyennecity.org/cdbg
  • In person at:
    • Mayor’s Office and City Clerk’s Office, 2101 O’Neil Avenue
    • Laramie County Library, 2200 Pioneer Avenue

Public Hearings

Residents are encouraged to participate in the following public hearings on the proposed amendment:

  • City Council Meeting – Monday, Dec. 22, 2025, at 6 p.m., City Council Chambers, 2101 O’Neil Ave.
  • City Council Finance Committee – Tuesday, Jan. 6, 2026, at 12 p.m., City Council Chambers, 2101 O’Neil Ave.

Written public comments will be accepted until 5 p.m. on Jan. 6, 2026, via email to agorbey@cheyennecity.org. Comments by telephone cannot be accepted.
