6th Penny Spotlight – Street Maintenance

As Laramie County’s next 6th Penny election approaches in August 2026, the City of Cheyenne is providing residents with information about City projects the Governing Body has voted to place on this year’s ballot.

This week’s spotlight is on a project for supplemental Street Maintenance.

What is the project?

The Street Maintenance item will allow the City to expand its maintenance program for streets and roads in Cheyenne. This item is similar to the 6th Penny item voters approved on the 2021 ballot.

The City’s Engineering Department regularly assesses street pavement conditions throughout Cheyenne and develops a maintenance plan to prioritize surface treatments for City streets. Streets and treatments are prioritized on cost-benefit value, not just condition.

This project will allow the City to advance its road maintenance program and better preserve and repair streets in Cheyenne. Funding from this project will supplement other sources of road maintenance funds. Work will include crack sealing, patching, surface treatments, and mill and overlay projects.

The cost of this project is $9 million.

 

Why is this project needed?

The City of Cheyenne maintains about 400 miles of streets within city limits. The service life of pavement is about 20 years, but regular maintenance can extend the life of the pavement and hold off deterioration and thus, costly repairs. Due to proactive practices by the City, Cheyenne’s average pavement condition index is 68 (out of 100), which is above the national average.

However, current funding sources do not cover the full cost of maintaining Cheyenne’s street network and inflation has reduced the effectiveness of those dollars. Dedicating money from the 6th Penny will add to the amount of road work the City is able to do over the life of the 6th Penny.

What will the project provide the community?

Additional road funding will help the City maintain its current street network and road surface for vehicles. Residents can expect to see improvements beyond what current funding would otherwise allow. For example, the 2021 6th Penny funding allowed for the improvements to Dell Range Boulevard last year.
