6th Penny Spotlight – Downtown Improvements

As Laramie County’s next 6th Penny election approaches in August 2026, the City of Cheyenne is providing residents with information about City projects the Governing Body has voted to place on this year’s ballot.

This week’s spotlight is on a project for improvements to Cheyenne’s Downtown.

What is the project?

The Downtown Improvements item would dedicate $4 million in 6th Penny funds to various improvements in Downtown Cheyenne, including:

  • Replacement of elevators in the Jack R. Spiker Parking Garage,
  • Renovation of the Cheyenne Depot Museum (the City owns the Depot building),
  • Construction of enclosed storage areas for trash and recycling containers, and
  • Curb and sidewalk improvements.

The projects will help maintain Downtown infrastructure, helping ensure safety, accessibility, and a positive experience for residents, businesses, and visitors.

 

Why is this project needed?

This project will help advance the City’s maintenance and upkeep goals for Downtown Cheyenne. Voters approved a similar 6th Penny ballot item in 2021 that dedicated funding to Downtown improvements.

The replacement of the Spiker Garage elevators will improve accessibility and reliability for garage users. It builds on improvements to the garage the City made and completed with 2021 6th Penny funding, including restrooms, emergency call towers, and interior improvements.

The Cheyenne Depot Museum renovation will provide updates to the part of the Cheyenne Depot occupied by the Depot Museum and represents the final phase of updates the City has made to the Depot and Depot Plaza (the City of Cheyenne owns the Depot). Other recent updates to the Depot have included a pedestrian patio on the south side of the building, renovation of the first floor restrooms, replacement of fencing, renovation of the second and third floors, a refresh of the Depot Plaza, and other improvements. These items were funded through the 2021 6th Penny.

Construction of enclosed storage areas for trash and recycling will improve aesthetics of downtown, and curb and sidewalk funding will help increase safety and beatification of Downtown.

 

What will the project provide the community?

Downtown Cheyenne, including the Cheyenne Depot, is a key economic and cultural driver in Cheyenne. This 6th Penny project will help improve the public amenities of Downtown, creating a better visitor experience and encouraging private investment. The project will also result in safety and accessibility improvements.
