Brownfield Revolving Loan Fund

What is a Brownfield?

A brownfield is a property where expansion, redevelopment, or reuse may be complicated by environmental contaminants. Lack of information may contribute to the stigma of a brownfield site. Example properties include abandoned gas stations, underused industrial or commercial properties, buildings where lead‑based paint or asbestos are concerns, meth-impacted buildings, and for vehicle/equipment maintenance facilities. If left alone, a brownfield can pose numerous challenges for investment, can limit the potential of a neighborhood, and can be a threat to safety and health.

The City of Cheyenne's Revolving Loan Fund can make subsidized loans and subgrants for cleanup brownfield sites in Laramie County. The RLF is a flexible, low-interest alternative to a traditional loan.

Who is eligible to apply for assistance?

• Any private or public entity with control or access to the brownfield site is eligible to apply for a loan. The loan applicant does not need to own the site.
• States, municipalities, Tribes, non-profits, redevelopment agencies and other quasi-governmental entities created by the state or municipalities may apply for both loans and subgrants.
• You are not eligible for assistance if you were the past owner or operator during release of contamination, if you caused or contributed to the contamination, if you generated or transported the contamination, or if you purchased the site without perming All Appropriate Inquiry, including Phase 1 Environmental Site Assessment.

Why use the Brownfield Revolving Loan Fund?

The Brownfield RLF offers grants and/or loans in combination with others sources of funds. Loans are at low interest rates and have flexible repayment and collateral terms. This low-cost financing for the cleanup of eligible properties helps a project reach reuse and redevelopment.

Steps to request RLF assistance

2. EPA will review a Site Eligibility Form(DOC, 63KB) specific to the RLF. Sites previously eligible for Assessment require new eligibility review.
3. Applicants will be required to enroll project properties in the Wyoming Department of Environmental Quality's voluntary remediation program prior to grant or loan application. 
4. The Cheyenne, WY Coalition will review the application form and authorize use of funds based on need, benefit of the proposed redevelopment to the community, and matching contributions offered by the landowner. Minimum requirement is matching funds at 20% of RLF contribution. Match can be cash, non-federal grants, in-kind labor, equipment services, or materials for EPA-eligible environmental expenses.

Application

To complete an application, please have the following information available for upload:

1. Corporation / company / organization status and documentation 
2. For real estate secured loans, provide purchase contract, warranty deed, title policy
3. Business plan (must include business description, products or services, business production plan, market analysis or marketing plan, organizational/management plan, and financial plan)
4. Most recent tax return from all individuals with an ownership interest of twenty percent (20%) or greater (with all schedules, w2, and K-1)
5. Personal financial statement for all individuals with an ownership interest of twenty percent (20%) or greater
6. A Community Relations Plan detailing how the applicant plans to facilitate communication within the community and to encourage community involvement in the cleanup and re-development associated with this project.
7. Most recent three years' historical financial statements (including balance sheets and income statements) and tax returns for existing businesses
8. An interim financial statement no more than 90 days old for existing businesses
9. Projected financial statements for two (2) years (including balance sheets and income statements) representing the new property usage
10. Insurance agent information
11. Copy of current hazard insurance policy covering the subject property
12. Relevant information regarding environmental compliance history
13. EPA Eligibility Determination 
14. Remediation Quotes
15. For grants, provide IRS non-profit 501(c)3 Tax ID# and proper documentation information
