This month’s Council Corner features significant Council actions over the previous month and a look ahead to what may be on the docket in November.

During October 2026, Council’s actions included:

  • A public hearing was held for compliance with annexation conditions for 8.18 acres of land (owned by the City) and right-of-way located south of US-30 and north of Commerce Circle. The annexation includes 7.80 acres of Christensen Road right-of-way and a small vacant lot (0.29 acres) to become right-of-way via an administrative plat once annexed.
  • Ordinances for annexation and a zoning amendment to BP-Business Park for land located south of Interstate 80, southeast of Otto Road, and west of Interstate 25, known as the Hitching Post District, for the future home of the Professional Rodeo Cowboy Association were approved. Ordinances for an annexation and a zoning amendment to BP-Business Park for land located west of South Greeley Highway, south of West College Drive, and southwest of and adjacent to the intersection of Apple Street and York Avenue, known as Orchard Hills, were also approved.
  • Resolutions to amend the Future Land Use Map of PlanCheyenne for properties known as the “Hitching Post District” and “Orchard Hills” were adopted. A resolution for special use for a gaming center and granting local approval of 3307 Nationway, currently the Cadillac Ranch location, for a simulcasting permit to be issued by the Wyoming Gaming Commission was adopted. The Governing Body adopted resolutions appropriating $250,000 from General Fund Reserves for cart paths at the Airport Golf Course and a re-appropriation to the Fiscal Year 2027 budget which included encumbrances and unspent project balances and additional revenue through grants and donations from Fiscal Year 2026. Resolutions were adopted to execute a memorandum of understanding for impact assistance funds associated with the Cheyenne Prairie Generating Station Expansion Project and revising the City’s Investment Policy Statement.

A resolution to create a stormwater runoff management system fund with the funds in excess of 365 days of General Fund operating expenditures, up to $10 million, failed. Members of the Governing Body expressed support for creating the fund but would prefer a different mechanism for funding projects.

  • Authorization (by resolution) of an interfund loan from the One Percent Sales Tax Capital Projects fund to the Special Purpose Option Sales Tax Capital Projects Fund to facilitate the projects approved by voters at the Aug. 18 6th Penny election in an amount of $18,063,014.00 to allow the projects to move forward rather than delaying construction and purchase while waiting for tax collections. This action will help reduce the City’s exposure to inflation and the risk that project costs increase during the collection period.
  • A Preliminary Plat and Final Plat for the Hitching Post District were approved.
  • Agreements were approved between the City’s Transit Program and the Wyoming Department of Health Aging Division for transportation service for persons 60 years or older and with Granite Peak Development and affiliated entitles related to requirements for development and infrastructure responsibilities within the Swam Ranch Development Area.
  • A contract between the Office of Youth Alternatives and the Laramie County Community Juvenile Services Joint Powers Board for case management and substance abuse testing and assessments was approved.
  • Professional Services Agreements with TDSi – The Design Studio, inc., for the completion of the Johnson Pool design in an amount of $353,400 and with Martin/Martin Wyoming, Inc., for the redesign of the Municipal Building Parking Lot in an amount of $132,000 were approved.
  • An easement between the City and the Department of the Air Force for property for the construction, use, operation, and maintenance of a parking lot to serve the patrons of Cheyenne Frontier Days. This is the first step in many to come for the development of parking and pedestrian bridge for CFD parking improvements.
  • A sole source purchase with Lenco Industries, Inc. d/b/a Lenco Armored Vehicles was approved for 2 BearCat G3 Armored Vehicles for the Police Department in an amount of $853,980.00.
  • Notice of Emergency Procurement in accordance with the City’s purchasing policy was authorized by the Mayor for the Pumphouse Roof Structure Replacement to Legacy Construction Group in an amount of $1,365,402.

Additional October events included various open houses for the Curt Gowdy Master Plan, Community Action of Laramie County, Laramie County Conservation District and American Fertilizer.

In November, the City Council will consider final ordinance approval of annexation and zoning for the property near Christensen Road (discussed previously under public hearings), and properties in County Pocket Annexation #10. In addition, ordinances for agriculture-related Unified Development Code updates and various other sections of the UDC will be considered.

Public hearings will be held for the annexation of about 5.06 acres of land located south of E Fox Farm Road, north of E Allison Road and east of adjacent to S College Drive (this property also is considered for annexation with County Pocket #10) and liquor license applications for Bally’s Wyoming, LLC d/b/a Bally’s Cheyenne, 1734 meadowland Dr. and Shack & Co LLC d/b/a Wing Shack, 5719 Yellowstone Rd.
