The Council Corner – June 2026

This month’s Council Corner features significant Council actions over the previous month and a look ahead to what may be on the docket in July.

During June 2026, Council’s actions included:

  • Public hearings were held on June 8 for annexation of land for about 2.69 acres south of Charles Street, east of Wenandy Avenue, and west of McKinley Avenue; about 26.29 acres of land located northwest of the intersection of Clear Creek Parkway and Gannett Peak Drive; and about 3,459.99 acres of land located east of South Greeley Highway and south of the Sweetgrass Subdivision. Following the public hearing these items were referred to the Public Services Committee. These annexations and their accompanying zoning ordinances were all approved on 2nd reading and will be on 3rd and final reading at the July 13, 2026, meeting of the governing body.
  • Ordinances related to Fiscal Year 2027 operations including the City’s Budget, the conditions of employment for sworn officers of the Cheyenne Police Department, setting fees for the Board of Public Utilities, and the Solid Waste Schedule were approved. Additionally, renewal contracts for City employee benefits were approved.
  • Zoning amendments for the intersection near HR Ranch and Judy Lee Drive, areas within Cheyenne Business Park, and Campstool Business Park were approved.
  • Ordinances amending the Unified Development Code were considered for definitions and standards related to carports, which failed on 2nd reading, and on establishing regulations related to gaming facilities in the City, which was approved.
  • Resolutions were adopted related to the discharge of uncollectable debts by the Board of Public Utilities, authorizing the Mayor to execute site access to the Belvoir Ranch, and authorizing the submission of an application to the Wyoming State Loan and Investment Board for a loan for Lead Service Line investigation and replacement project by the Board of Public Utilities.
  • A grant application for the Transportation Alternatives Program for the Pershing Boulevard and Windmill Road Intersection project to improve pedestrian safety was approved.
  • Ordinances setting local limits for wastewater treatment and disposal and amending the National Electrical Code were approved.
  • A purchase agreement for 8.37 acres of real estate at the northwest corner of Carlson Street and Converse Avenue for affordable housing and the acceptance for a donation related to the development of the project from Related Digital (Steamboat) were approved. In addition, the council approved a $2.9 million donation from Tallgrass ILS Holdings, LLC to expand the number of affordable housing units from 180 to 440. 
  • Contracts with Cheyenne Regional Air Service Focus Team (CRAFT), Cheyenne/Laramie County Corporation for Economic Development (LEADS), the Downtown Development Authority (DDA) and Laramie County School District #1 were approved.
  • Bids for a lube truck for the Fleet Division and for school zone upgrades to areas around Alta Vista, Baggs, Davis, and Rossman elementary schools were approved.
  • A final plat for Harmony Valley 24th filing located north of West College Drive and east of Parsley Avenue was approved.
  • Amendments to the Future Land Use Map of PlanCheyenne were postponed for land near Sweetgrass subdivision and approved for land generally located south of I-80 east of College Drive. 
  • A Professional Services Agreement for the Parsley Boulevard and Wallick Road extension feasibility study was approved.
  • Contract modifications were approved for the 18th Street Reconstruction Project and a contract for public defender services.
  • The purchase of a replica Vietnam Veterans Memorial Wall was approved for the new memorial honoring Wyoming veterans, Freedom Point, located in Lions Park. 
  • Applications were withdrawn for a zoning amendment and Future Land Use Map amendment in the area located between I-80 and College Drive, east of Southwest Drive.

City Council will hold a work session on June 26 to receive updates from the Juvenile Justice Task Force, which was established earlier this year to review ordinances connected to the juvenile division of the Cheyenne Municipal Court.

At its meeting on July 13, Council will hold public hearings for the annexation of property located west of Roundtop Road and south of Happy Jack Road and for a bar & grill liquor license application for Cheyenne Railyard LLC d/b/a The Railyard – Cheyenne, at 115 W. 15th Street.

A ribbon cutting for the Belvoir Ranch trail system opening is scheduled for July 1 at 5:30 p.m.

Council would like to remind residents of Ward III Council & Coffee event on July 18, 2026, at Dazbog Coffee (3911 E Pershing Blvd.) from 9 a.m. until 11 a.m. Ward I will host their Council & Coffee event on Aug. 1, location to be determined.

Council Meetings

The Council utilizes a structured monthly meeting schedule to manage its responsibilities:

Regular City Council Meetings

  • When: Second and fourth Mondays of each month.
  • Time: 6 p.m.

Standing Committee Meetings – These committees review agenda items the week prior to regular Council meetings:

  • Public Services Committee: Generally meets the first and third Mondays of the month at noon (Council Chambers).
  • Finance Committee: Generally meets the first and third Tuesdays of the month at noon (Council Chambers).

Additional Meeting Types

  • Work Sessions: Held on Fridays during the lunch hour (noon). These are informational sessions for the Council to learn about department initiatives, new policies, or community concerns.
  • Committee of the Whole: Occasionally scheduled (often Wednesdays at 6:00 p.m.) for the entire Council to discuss major issues like goal setting or specific large-scale projects, such as the 6th Penny Initiatives and Budget Presentations.

 

All meetings are held in City Council Chambers, Municipal Building (2101 O’Neil Avenue). Regular Council meetings and work sessions are livestreamed via Zoom, Facebook and YouTube. Recordings of all meetings are available via the City’s website on the City’s YouTube page.
