The Council Corner – April 2026

This month’s Council Corner features significant Council actions over the previous month and a look ahead to what may be on the docket in May.

During April 2026, Council’s actions included:

  • Zoning amendments were approved for areas located in and around Harmony Valley.
  • An expansion of the Downtown Development Authority boundary was approved.
  • Final plats were approved for Central Avenue Townhomes located at the intersection of East 29th Street and Central Avenue; Bison Apartments located north of West College Drive, east of Grand Harmony Boulevard, and west of Waltersheid Boulevard; O’Neil Edge, located southwest of the intersection of West 5th Street and O’Neil Avenue; and Dry Creek Vista, located east of North College Drive and north of Rock Springs Street.
  • Future funding for the Reed Avenue Corridor Project was approved but will not be expended until final agreements between the City and the railroad have been reached.  
  • Resolutions were adopted for City crosswalk criteria and the upcoming Laramie County 6th Penny Ballet language on August 18th.
  • An application for a new bar and grill liquor license for Mongolian Bar & Grill was approved.
  • A land purchase was approved for 1508 and 1506 Reed Avenue for Greenway expansion and Compliance Department storage.
  • Grants for the Transit Division were approved for renovation of the facility at 1800 Westland Road, future home of the Cheyenne Transit Department, and for operating assistance. A contract modification with SPARE Software Platform was approved for a transit fixed route platform, ridership tracking, and the SPARE ONE app to include both fixed and paratransit/on demand service for public use.
  • A recycling contract with WM Recycle America, LLC, was approved to continue recycling services. Services for mapping and surveying at the landfill were extended. Funding was approved for the purchase of automated refuse carts and yard rear-load dumpsters for the sanitation division.
  • The annual funding for bituminous asphalt hot mix, tack oil, and cold mix was approved.
  • A mobile video trailer for the Community Recreation & Events Department was approved with funding from 5th and 6th Penny funding and a grant from META.
  • The ordinance for amendments to the local limits of Chapter 13.20, Wastewater Treatment and Disposal, of the City Code was postponed for two weeks due to requirements of the EPA’s public process.
  • Ordinances related to the annexation and zoning of property west of Roundtop Road and adjacent to Happy Jack Road were postponed until Sept. 14.

In addition, City Council and Board of Public Utilities held a work session on April 15 to review the Board of Public Utilities proposed Fiscal Year 2027. A recording of this session is available on the City of Cheyenne YouTube page.

In May, Council will start the public process of reviewing the Fiscal Year 2027 budget. This process includes eight days of work sessions from May 6-15 (at noon each day) to review each department’s budget. The budget will be open for public comment and considered at Committee of the Whole meetings on Wednesday, May 20, at 6 p.m. and Tuesday, June 2, at 6 p.m.; and the Council meetings on Tuesday, May 26, and Monday, June 8.

Council would like to remind residents of Council & Coffee events during the month of May: Ward 1 on May 2 at the Pioneer Park Center (1331 Talbot Ct.) and Ward 3 on May 16 at Dazbog Coffee (3911 E Pershing Blvd.) from 9 a.m. until 11:00 a.m.

Council Meetings

The Council utilizes a structured monthly meeting schedule to manage its responsibilities:

Regular City Council Meetings

  • When: Second and fourth Mondays of each month.
  • Time: 6 p.m.

Standing Committee Meetings – These committees review agenda items the week prior to regular Council meetings:

  • Public Services Committee: Generally meets the first and third Mondays of the month at noon (Council Chambers).
  • Finance Committee: Generally meets the first and third Tuesdays of the month at noon (Council Chambers).

Additional Meeting Types

  • Work Sessions: Held on Fridays during the lunch hour (noon). These are informational sessions for the Council to learn about department initiatives, new policies, or community concerns.
  • Committee of the Whole: Occasionally scheduled (often Wednesdays at 6:00 p.m.) for the entire Council to discuss major issues like goal setting or specific large-scale projects, such as the 6th Penny Initiatives and Budget Presentations.

 

All meetings are held in City Council Chambers, Municipal Building (2101 O’Neil Avenue). Regular Council meetings and work sessions are livestreamed via Zoom, Facebook and YouTube. Recordings of all meetings are available via the City’s website on the City’s YouTube page.
