The Cheyenne City Council is excited to announce the Council Corner, a public education initiative by the City Council designed to increase transparency regarding various issues and policies that affect the community. The Council Corner will feature significant Council actions over the previous month and look ahead to what may be on the docket in the next month.

After this initial edition, the Council Corner will be available on the fourth Wednesday of each month.

In March 2026, Council held work sessions with the Wyoming Business Council and the Downtown Development Authority. Recordings of these sessions are available on the City of Cheyenne YouTube page.

Special meetings were held during the month of March to negotiate a new collective labor agreement with Cheyenne Firefighters Union No. 279. The Cheyenne Police Department also hosted a community meeting about Flock cameras.

The following items were considered during March 2026:

Stormwater Fee Repeal – The Council rescinded the stormwater fee scheduled to begin in April 2026 to work with the Wyoming Legislature on statewide funding solutions.

Municipal Building Design – A contract modification was approved in an amount of $867,050 to Plan One Architects from General Fund Reserves.

Annexation Delays – Council delayed a final vote on approval of the final county pocket annexation until Nov. 9, 2026. This item will go before Public Services Committee on third reading on Nov. 1 and to the full Council on Nov. 9. This will complete Council’s goal of annexing county pockets that was set in 2022.

Annual Liquor License Approvals – No significant issues were identified during the annual renewal process for all City issued liquor licenses.

Roadside Memorial Regulations – An ordinance to restrict private displays on public property failed on third and final reading.

Grants Approved – From FEMA and the State of Wyoming for the Van Tassell Dam Study in the amount of $201,500 and a federal grant for the Youth Alternatives Foster Grandparent Program in the amount of $326,068.

Approval of Grant Application – Funding from the Wyoming Division of Victim Services for the Cheyenne Police Department Victim Services Program for two years.

Resolution of Support and Funding - $1 million in financial support to the Professional Rodeo Cowboys Association (PRCA) contingent on relocation of its Headquarters and the Professional Rodeo Hall of Fame and Museum of the American Cowboy to Cheyenne.

Looking ahead to April, Council anticipates multiple zoning changes and an annexation action will be considered that includes areas within Harmony Valley, Central Avenue, and 1,259 acres of land located west of Roundtop Road and adjacent to Happy Jack Road. Council will also consider funding for the Reed Avenue Corridor and the expansion of the Downtown Development Authority boundaries.

City Council invites residents to join in person or online for future meetings and to reach out to representatives with questions or concerns.

Council Meetings

The Council utilizes a structured monthly meeting schedule to manage its responsibilities:

Regular City Council Meetings

  • When: Second and fourth Mondays of each month.
  • Time: 6 p.m.

Standing Committee Meetings – These committees review agenda items the week prior to regular Council meetings:

  • Public Services Committee: Generally meets the first and third Mondays of the month at noon (Council Chambers).
  • Finance Committee: Generally meets the first and third Tuesdays of the month at noon (Council Chambers).

Additional Meeting Types

  • Work Sessions: Held on Fridays during the lunch hour (noon). These are informational sessions for the Council to learn about department initiatives, new policies, or community concerns.
  • Committee of the Whole: Occasionally scheduled (often Wednesdays at 6:00 p.m.) for the entire Council to discuss major issues like goal setting or specific large-scale projects, such as the 6th Penny Initiatives and Budget Presentations.

 

All meetings are held in City Council Chambers, Municipal Building (2101 O’Neil Avenue). Regular Council meetings and work sessions are livestreamed via Zoom, Facebook and YouTube. Recordings of all meetings are available via the City’s website on the City’s YouTube page.
