The Council Corner – July 2026

This month’s Council Corner features significant Council actions over the previous month and a look ahead to what may be on the docket in August.

During July 2026, Council’s actions included:

• Public hearings were held:
  • For a bar & grill liquor license application filed for Cheyenne Railyard LLC d/b/a The Railyard – Cheyenne, 115 W. 15th St. The application was referred to the Finance Committee and was approved.
  • To determine whether compliance of annexation conditions required by state law exists for about 34.46 acres of land located west of Roundtop Road and south of Happy Jack Road and the item was referred to Public Services Committee. The item, along with zoning, will be on 3rd and final reading at the Aug. 10, 2026 meeting of the Governing Body.
• Ordinances for various annexations and zoning amendments included:
  • Annexation of land located south of Charles Street, east of Wenandy Avenue, and west of McKinley Avenue and amending the official zoning map establishing the zoning classification of AR - Agricultural Residential.
  • Annexation of land northwest of the intersection of Clear Creek Parkway and Gannett Peak Drive, establishing the zoning classification of LI – Light Industrial and amending zoning for properties to BP- Business Park Zoning.
  • Annexation of land east of South Greeley Highway and south of the Sweetgrass Subdivision, establishing zoning of AG – Agricultural and rezoning a portion of the property to BP – Business Park. Land located south of I-80, east of College Drive was rezoned from AG – Agricultural to BP – Business Park.

  All annexations and zoning requests were initiated by the property owners.

• Resolutions adopted included:
  • An amendment to the Future Land Use Map of PlanCheyenne changing the land use designation from Agricultural/Rural and Urban Residential to Mixed-Use Employment and amending the Urban Service Boundary for property generally located east of South Greeley Highway and south of the Sweetgrass Subdivision.
  • The 2026 Program Year Annual Action Plan for the City of Cheyenne Community Development Block Grant Entitlement Program and authorizing the City of Cheyenne to accept and implement funds from ForMak, a 501c)(3) non-profit organization, in support of Safe Routes to School improvements were also adopted.
• Memorandums of Understanding for the allocation of Impact Assistance Funds associated with the Laramie Range Wind Project and with Cheyenne Frontier Days, Inc. for the use of City-owned property during the 2026 CFD Celebration.  
• Final Plats for Swan Ranch Rail Park, 21st Filing, (located west of Interstate 25 and north of West Wallick Road) and for A&H Park at Sweetgrass (located south of East College Drive and west of Sweetgrass Drive).
• Leases/Contracts approved included a lease agreement with First & Union Apartments LP for 8.37 acres of land at the northwest corner of Converse Avenue and Carlson Street for an affordable housing project; the 2026-2027 Collective Labor Agreement between the City of Cheyenne and Cheyenne Firefighters, Local Union No. 279, International Association of Firefighters; and contracts with the Laramie County Sheriff’s Department for housing of prisoners in the Laramie County Detention Center and juveniles at the Laramie County Juvenile Services Center.
• Grant Agreements were approved with the Wyoming Office of Homeland Security for the 2025 State Homeland Security Program in an amount of $92,108.00 and an agreement for suicide/homicide assessments and prevention services was approved in the amount of $44,000 annually.
• Animal Services contracts with Laramie County for Animal Control and with the Cheyenne Animal Shelter were approved for one year.  
• Professional Services Agreements were approved with Terracon Consultants Inc. for Landfill Leachate System Design, Modification, and Maintenance and with FCI Constructors for construction manager at risk services for pre-construction services for the Cheyenne Municipal Building Renovation & potential City Council Building & Second Floor Municipal Court Renovation.
• Bids were approved for multiple road maintenance projects including the Dell Range overlay project in an amount of $1,026,502; and miscellaneous City overlay projects #1 and #2 in an amount of $3,715,814.85. A bid was accepted for the Christensen Road Bridge approach project however; the detention erosion project (at the same location) was postponed until Aug. 10. A bid to replace various City buildings roofs was approved.
• Purchases of a used ice resurfacer for the Ice and Events Center, camera hardware and software for City buses, ten new police cars and a new street sweeper were approved.

In addition, a ribbon cutting for the opening of the Belvoir Ranch was held on July 1 and a plaque remembering Councilman Scott Roybal and his dedication to the Ranch was unveiled.

Council will hold work sessions on Aug. 14 to hear about Hanwha Energy on the Belvoir Ranch and on Aug. 28 to review the progress on the Cox Ranch Annexation.

Council would like to remind residents of Council & Coffee events during the month of August: Ward 1 on Aug. 1 at the Pioneer Park Center (1331 Talbot Ct.) from 9 a.m. until 11:00 a.m. and Ward 3 on Aug. 15 at Dazbog Coffee (3911 E. Pershing Avenue) from 9 a.m. until 11 a.m.

Council Meetings

The Council utilizes a structured monthly meeting schedule to manage its responsibilities:

Regular City Council Meetings

• When: Second and fourth Mondays of each month.
• Time: 6 p.m.

Standing Committee Meetings – These committees review agenda items the week prior to regular Council meetings:

• Public Services Committee: Generally meets the first and third Mondays of the month at noon (Council Chambers).
• Finance Committee: Generally meets the first and third Tuesdays of the month at noon (Council Chambers).

Additional Meeting Types

• Work Sessions: Held on Fridays during the lunch hour (noon). These are informational sessions for the Council to learn about department initiatives, new policies, or community concerns.
• Committee of the Whole: Occasionally scheduled (often Wednesdays at 6:00 p.m.) for the entire Council to discuss major issues like goal setting or specific large-scale projects, such as the 6th Penny Initiatives and Budget Presentations.

All meetings are held in City Council Chambers, Municipal Building (2101 O’Neil Avenue). Regular Council meetings and work sessions are livestreamed via Zoom, Facebook and YouTube. Recordings of all meetings are available via the City’s website on the City’s YouTube page.
