The Council Chronicle from Councilman Tom Segrave – June 18, 2026
Published on June 18, 2026
Even the Mayor needs a break from time to time, creating an opportunity for a Council member to fill in for the Mayor’s Minute – this week is that week!
We received great news this week with an affordable housing donation from Tallgrass, LLC, in the amount of $2.9 million. Tallgrass stepped up after the State Loan and Investment Board denied Cheyenne’s request earlier this year. With this donation, we will increase our buildout from 180 to 440 desperately needed new affordable housing units. Thank you, Tallgrass!
The City has multiple events coming up in the next couple weeks ahead of America 250 on July 4.
June 24 is Bike to Work Day; breakfast stations are planned from 7-9 a.m. with an after-work event at Freedoms Edge Brewery.
On June 26 through June 29, the 15th Street Rail Experience will receive three refurbished rail cars, moving the 15th Street project forward. The movement will include the cars being trucked in and placed on a faux track. It will be exciting to see the cars placed on site.
The City’s Annual Superday at Lions Park is just around the corner on Saturday, June 27. This year’s Superday theme is the “America 250th Celebration” and will feature the Navy Band and the Cheyenne Civic Concert Band. Thank you to our community sponsors for their support of this perennial favorite of the summer, please check it out.
The first two Fridays on the Plaza were a huge success! Wonderful crowds, great music and good weather all contributed to fabulous evenings! Don’t miss Shotgun Opera with Arcade Riot this Friday and Uncle Kracker with Gabe Jackson on June 26.
This week’s committee agendas were packed with items to be considered. Public Services Committee ran a strong 4 ½ hours on Monday. The committee spent a majority of the time considering requests for Microsoft developments including an annexation and zoning for about 3,000 acres. Microsoft’s vision is to create a master plan for development of the property over the next 10-15 years. Microsoft prefers to develop with City services, however, if the land is not annexed, they would likely develop in the county. The committee recommended approval for the City Council meeting on Monday, June 22, at 6 p.m.
The Public Services Committee also reviewed the new zoning district recommendations for a Regional Entertainment Overlay District. As a result of Legislative action earlier this year, local governments now will decide where Historic Horse Racing facilities can be located. In the past, per state statute, county commissioners decided where the establishments would locate, bypassing city and town governments. On another item, an application for consideration of a zoning change for property located between I-80 and College Drive, east of Southwest Drive, was withdrawn by the applicant to allow for more community discussion. Procedurally, the item has been referred to the committee and therefore requires the Governing Body to take action. The item came out of committee with no recommendation due to the lack of a second and will have a similar outcome on Monday night.
The Finance Committee recommended approval of a grant request sponsored by the Board of Public Utilities to begin the federally mandated lead pipe abatement. This will be a long process to identify and remediate any lead pipe water service lines in the community. Also, Finance Committee recommended applying for a grant to improve the Pershing and Windmill intersection near East High School. Safety upgrades are needed along with potential lane reconfiguration at this busy intersection.
Also this week, the Downtown Development Authority worked with the City’s Urban Forestry Division and the Clean & Safe Crew to hang over 130 new banners downtown.
Finally, I encourage everyone to take a walk in Lions Park and see the progress on Freedom Point. The purchase of the Vietnam travelling wall replica is on the agenda for approval at Monday night’s meeting. What a great time during our 250th birthday celebration to welcome this new attraction to Cheyenne.
Summers in Cheyenne are the best! Please enjoy and recreate safely.
