The City of Cheyenne Municipal Building (2101 O’Neil Ave.) will remain closed for the week of 9/29-10/3. The City Clerk, Building, & Planning Departments are available in-person at The BEAST Foundation (2900 Sunflower Rd.). Human Resources is available in-person at the Botanic Gardens (710 S. Lions Park Dr.).
The Building Department has launched their online license & permit portal. Company Contractors can find their claim code below to activate their online account, scroll down to Licenses and Permits then click on Building Safety Division – Contractor Licensing then follow the directions listed. An online account will be required to apply for permits with the Building Department.

CHEYENNE – With a heavy heart we share that Councilman Scott Roybal has passed away.
Representing Ward 1, Roybal was one of the longest tenured Council members in the City’s history. Roybal was first elected to represent Ward 1 in 1996, serving a four-year term from January 1997 through 2000. He returned to City Hall in 2015 and was reelected to consecutive terms.
“We are devastated by Scott’s passing,” Mayor Patrick Collins stated. “He was passionate about his community and everyone who called Cheyenne home. He was a wonderful colleague and even better friend. Our heartfelt condolences go out to his family.”
Roybal served as City Council President in 2022 and more recently as the Council representative and chairman of the Downtown Development Authority (DDA) board. Additionally, he most recently served on the Finance Committee, Fire & Police Civil Service Commission, Human Services Advisory Commission, and the City’s Personnel Commission. Roybal was a leading advocate for recreational access to the Belvoir Ranch and served as council champion for that prioritized goal.
Effective immediately, Mayor Collins has ordered flags at all City facilities be lowered to half-staff in honor of Councilman Roybal.
