Lloyd Awarded Wyopass Planner of the Year

CHEYENNE – City Planner Seth Lloyd has been named the 2020 Wyoming Planning Association (Wyopass) Planner of the Year.

With an emphasis in short-term planning, Lloyd prepares and presents reports to City Council members on plats, annexations, and zone changes while also balancing site plan reviews and day-to-day inquires. A large portion of his job consists of reviewing development proposals for compliance with zoning codes and working closely with local developers and builders. In 2020, ordinary day-to-day responsibilities changed significantly with COVID-19. In the shift to remote working, Lloyd didn’t skip a beat and helped lead the Planning and Development Department’s use of technology.

“It’s a great honor to have Seth recognized for his work at a state level. We’re fortunate to have his experience and expertise here in Cheyenne,” stated Mayor Patrick Collins. “I’m proud of Seth and all our employees who have shown resilience and determination to meet the needs of our constituents during these times.”

“I’m proud of our entire department for stepping up throughout all the challenges,” Lloyd said of the Planning and Development Department staff. “We had three employees leave (out of nine), and the entire department stepped up to make sure we got all the essential work done. And, when we suddenly had the municipal building close due to COVID, I’m pleased with how well the entire department adapted quickly to the ‘new normal’.”

In addition to a myriad of smaller projects, Lloyd helped with major development projects such as Sweetgrass, Whitney Ranch, The Pointe Plaza, and the Pershing Marketplace.

Created in 1971, the Wyoming Planning Association is an organization of professional and laymen planners who are involved in planning activities which affect the physical, economic, and social wellbeing of Wyoming residents. The Association was formed for the purposes of advocating planning programs, to preserve the quality of life in Wyoming, to facilitate coordination and cooperation between planners, and to provide continuing education opportunities.
