City releases proposed FY 2026 budget; Council hearings scheduled

The City of Cheyenne has released its proposed Fiscal Year 2026 budget and City Council will hold several budget-related meetings over the next two months.
The $154 million budget covers all financial aspects of the City, including the general fund, permanent fund, fiduciary fund, special revenue funds, proprietary funds, and capital projects funds. The budget is structurally balanced and reflects revenue projections for the upcoming fiscal year.
“Your city staff have worked hard to prepare the information included in this budget, and our City Treasurer, Robin Lockman, and her team have skillfully prepared the budget narrative that includes a great explanation of where our revenues come from,” Mayor Patrick Collins said in his budget message. “Cheyenne is blessed to have this team of professionals working for our citizens.”
Collins said that projecting revenues was difficult this year and the City took a very conservative approach in its projections due to uncertainty stemming from a number of factors.
The proposed budget now goes to City Council, where it will be discussed at work sessions, Committee of the Whole meetings, and council meetings. A public hearing about the budget will be held at the June 9 council meeting. The meeting schedule is as follows:

Once approved by City Council, the budget will be effective July 1, 2025.
