City outlines process to fill council vacancy

The City of Cheyenne is advising residents of the process used to fill vacancies on City Council following the passing of a council member last week. This process is outlined in City Code.

City Council will first approve a resolution declaring the vacancy, which will be reviewed at Public Services Committee on Monday, Oct. 6, before going before the full Governing Body on Monday, Oct. 13.

From there, the City will accept applications from residents in Ward I who are interested in serving on Council. Applications are expected to be accepted for one week, closing on Monday, Oct. 20, at 5 p.m. Ward I Councilmen Pete Laybourn and Jeff White will review the applications, interview candidates, and make either a joint recommendation or individual recommendations to the full Governing Body, which will vote on the final candidate.

The candidate will fill the term of Councilman Scott Roybal, which expires in January 2027 after the November 2026 elections. A candidate selected to fill the vacancy would be eligible to run for a full term in 2026.

Applicants for the seat must be 18 or older, be a registered voter in Laramie County, and be a resident of Ward I for at least the past 12 months on the date of their approval by the Governing Body. All Cheyenne City Council positions are non-partisan.

Information about how to submit applications will be available once a vacancy is declared by the Governing Body on Oct. 13. Applications will not be accepted in advance.
