The City of Cheyenne Municipal Building (2101 O’Neil Ave.) is currently closed. The Building Division, MPO, and Planning & Development are available in-person at the U.S. Bank Building (2020 Carey Ave.). City Clerk & Human Resources are available in-person at the Botanic Gardens (710 S. Lions Park Dr.).All departments are available by phone and e-mail using their regular contact information.
The Building Department has launched their online license & permit portal. Company Contractors can find their claim code below to activate their online account, scroll down to Licenses and Permits then click on Building Safety Division – Contractor Licensing then follow the directions listed. An online account will be required to apply for permits with the Building Department.

Applications for Rooted in Cheyenne’s 2025 Fall Planting event open July 1, and city residents can apply for street trees to be planted on their properties.
This year’s fall planting date is Saturday, Sept. 20. Homeowners can purchase up to two trees at a cost of $50 per tree or could be eligible for income-based free trees if guidelines are met.
This fall’s planting event will also include a free tree area where homeowners can receive up to two free trees. This area includes the neighborhoods south of Pershing Boulevard and north of 23rd Street between I-25 and Seymour Avenue. Thanks to sponsorship and funding from Microsoft, Rooted in Cheyenne will be providing 30 free trees to these neighborhoods that desperately need tree canopy.
Trees must be planted along the street or sidewalk to maximize benefits to the entire neighborhood. To apply, visit www.rootedincheyenne.com/apply. Early applications are highly suggested as trees are limited. Once applications are submitted, Rooted in Cheyenne will conduct a site visit to confirm the tree(s) are suitable for the location. Approved applicants will then be able to select and purchase their tree(s) from a list of nine tree species hardy to Cheyenne.
Trees through Rooted in Cheyenne are all planted by volunteers with oversight from green industry professionals. Members of the community over the age of 12 are encouraged to volunteer for the fall planting event at www.rootedincheyenne.com/events. Breakfast, lunch, and a T-shirt will be provided. Online registration prior to the event is required.
