6th Penny Spotlight – New Greenway Construction/Rehabilitation

As Laramie County’s next 6th Penny election approaches in August 2026, the City of Cheyenne is providing residents with information about City projects the Governing Body has voted to place on this year’s ballot.
This week’s spotlight is on a project for expanding and rehabilitating the Greater Cheyenne Greenway within city limits.
What is the project?
The Greenway New Construction and Rehabilitation project would dedicate $3 million to support construction and rehabilitation projects, such as:
- The Cribbon Avenue extension.
- The York Avenue extension.
- The Ames Avenue to the Historic Depot extension.
- The Yellowstone Road underpass rehabilitation.
- The College Drive underpass rehabilitation.
- The Sun Valley to Kiwanis Community Park trail extension.
- The future Division Avenue extension.
This project is separate from a 6th Penny item for Greenway Maintenance and a Laramie County 6th Penny item for improvements to the Allison Draw section of the Greenway.
Why is this project needed?
This project will continue to expand the Greater Cheyenne Greenway and provide more connections to neighborhoods in Cheyenne. It could also help rehabilitate the existing Greenway underpasses at Yellowstone Road and at College Drive to prevent more costly repairs in the future.
The selection of these projects is supported by the Parks and Greenway Master Plan and the Safe Routes to School plan.
What will the project provide the community?
At nearly 50 miles, the Greater Cheyenne Greenway is the largest hard-surface multi-use path system operated by a single municipality in the northern Front Range. The first segment of Greenway was approved by voters and constructed in the early 1990s. According to 15 trail counters spread throughout the system, hundreds of residents use the Greenway each day.
Public engagement during the City’s Parks and Greenway Master Plan showed support for parks and recreation amenities and the most-cited use of recreation facilities by local residents was walking, running, and biking on trails and the Greenway.
