Rules & Regulations

The City Clerk's Division is responsible for all liquor licensing for the City of Cheyenne. Pursuant to authority granted to cities and towns by Wyoming Statutes, the sale, consumption and related activities of alcoholic liquors and malt beverages are in compliance with Wyoming Statutes. The Wyoming Liquor Division and the Cheyenne City Code govern the rules and regulations of liquor licensing.

Effective March 6, 2023, the City will be utilizing an online portal for applying for temporary liquor permits (catering, consumption, malt beverage and manufacturer's/winery off premises).  The portal can be accessed at the following link - https://cheyennewy.viewpointcloud.com.

The city is authorized, pursuant to Wyoming Statutes, to issue the following types of alcohol licenses and permits:

Bar and Grill liquor license
The governing body may authorize issuance of a bar and grill liquor license to an applicant for alcoholic liquor and malt beverage sales by a restaurant.

Catering permit
This is for off-premise sales of alcoholic liquors, including malt beverages, issued to retail liquor licensees only.

Consumption permit
Pursuant to City Code, the chief of police may issue a temporary permit to applicants requesting consumption of malt beverages, champagne and/or wine that are not for sale, but will be consumed in public parks, streets or rights of way.

Hotel/motel minibar license
This authorizes retail and resort licensees to sell alcoholic liquors and malt beverages in a sealed container from a minibar located in a sleeping room of the licensee's hotel or motel premises.

Limited retail liquor license
The governing body may authorize issuance of a license to a club to provide sales of alcoholic liquors and malt beverages to club members and guests.

Malt beverage permit
The issuance of a permit to any responsible person or organization allowing malt beverage sales only at a picnic, bazaar, fair, rodeo, special holiday or similar public gathering.

Manufacturer's/Winery Off-Premises Permit
This permit is for a holder of a manufacturer's license authorizing off-premise sale of product manufactured at the site identified on the manufacturer's license.

This permit provides for brewing and dispensing of malt beverages. If dual holding of a microbrewery permit in conjunction with a retail, restaurant or resort license no additional fee is assessed

The governing body may authorize the issuance of a license to an applicant to provide alcoholic liquor and malt beverage sales upon meeting the definition of a resort.

Retail liquor license
The governing body may authorize issuance of a license to an applicant to provide direct alcoholic liquor and malt beverage sales to patrons in a lounge or bar, which may include a package store and/or drive-up facility, upon meeting the definition of retail. The number of licenses available are restricted by population formula.

Winery permit
This permit provides for brewing and dispensing of wines. If dual holding of a microbrewery permit in conjunction with a retail, restaurant or resort license no additional fee is assessed.

The governing body, upon application, may authorize issuance of a satellite winery permit to the holder of a winery permit.
