The City of Cheyenne operates as a Mayor-Council
form of government and is classified as a first class city pursuant to Wyoming Statutes.
The Cheyenne City Council is composed of nine members elected on a non-partisan
basis. Three Council persons are elected from each of the three wards established
within the city and serve staggered four-year terms. At the first regularly
scheduled meeting of each year, a president and vice president are elected from among
Council members to serve a one-year term.
The Governing Body is comprised of all nine Council
members and the Mayor, who is elected at-large for a four-year term. The Mayor is a
full time position. The Governing Body serves as the city's legislative body, having
responsibility for enacting ordinances, approving city growth and development,
establishing rules and regulations, and appropriating funds to conduct city business.
City Council meetings are administered by the
Governing Body and are held at 6:00 p.m. on the 2nd and 4th Monday of every month in
Council Chambers. The Mayor, or the President of the City Council in the Mayor's
absence, presides over City Council meetings. Should a City Council meeting date
fall on a holiday, the meeting will be held the day immediately following the
holiday. A quorum of the Governing Body consists of a majority of all ten elected
city officials. Robert's Rules of Order, applicable State Statutes, and City Code
govern the conduct and format of the meetings.
Each new item introduced on the City Council agenda is referred to one of
three standing committees for review and recommendation prior to an official vote by the
Governing Body. There are a few exceptions to this procedure. Standing
committees meet the week immediately preceding City Council meetings. The three
standing committees are: Public Services
Committee, Finance Committee and Committee
of the Whole. The Public Services and Finance Committees are each made up of
four Council members. Committee of the Whole membership includes all nine City
Council members. (Click here for
