The City Clerk is
appointed by the Mayor and confirmed by the City Council every two years. The City
Clerk's Office is responsible for managing the official records of the City of
Cheyenne. This includes recording all proceedings of City Council meetings,
maintaining and processing records of ordinances, resolutions and contracts passed by the
governing body and any other official documents, as well as coordination and codification
of the City Code.

 | AMERICANS WITH DISABILITIES (ADA)

 | CITY CLERK DIVISION:
 | Business Licensing
- The City licenses certain businesses and events within the city
limits.
|
 | Cemetery Records - The
City Clerk's office, through the Cemetery Sexton, maintains all the cemetery records and
issues burial permits.
|
 | City Council Minutes -
The City Clerk is responsible for attending all City Council meetings and recording the
minutes thereof.
|
 | Civil Service Commissions/Building Code Board of
Appeals Clerk - The City Clerk attends, clerks and prepares the minutes for all
meetings pertaining to the Civil Service Commissions (Police, Fire and Personnel) as well
as the Building Code Board of Appeals.

 | Legislative Records/Records Retention Center - The
City Clerk's Office maintains and preserves all resolutions and ordinances passed by the
City Council, and official papers, records and books belonging to the City. The City
of Cheyenne has an on-site Records Retention Center that provides for the storage and
maintenance of inactive records.

 | Liquor Licensing - The
City Clerk's office is responsible for all liquor licensing for the City of Cheyenne
pursuant to authority granted cities and towns by Wyoming Statutes.

Municipal
Elections - The City Clerk is the Municipal Elections Officer and assists municipal
candidates with the filing of nomination papers. Municipal elections are conducted
through the Laramie County Clerk/Elections
Office.

 | Cash Receipts - The City Clerk's office receives,
processes and issues receipts for monies to be credited toward various city revenue
accounts including special taxes, assessments, franchises, leases, accounts receivables
and special projects.

 | Land Management - The City Clerk maintains the
warranty deed and quit claim deed transaction files, easements, rights-of-way and land
donation files as well as any historical information (restrictions, use requirements,
legal descriptions, etc.) of any city-owned property.

 | Computer Operations - The Information Technology
Division oversees the city's network, e-mail system, and all computer operations including
programming, PC maintenance and troubleshooting.

 | Central Mail and Duplicating - all mail services
and duplicating for all departments are provided by Information Technology.

PROJECTS
 | ADA Coordinator - Provides community evaluations
and assistance, city review and recommendations, compliance of rights-of-way and
construction with ADA requirements.

 | RISK MANAGEMENT
 | Evaluation and Safety (liability areas) -
inspection of buildings, parks, etc. for hazards, insurance compliance and OSHA
requirements; guidance on liability issues ranging from contracts to special events;
process, investigate, negotiate, and settle claims on behalf of the City which are not
covered by W.A.R.M. or provisions pursuant to Wyoming Governmental Claims Act; evaluate
safety hazards in workplace using OSHA and NIOSHA standards and provide information on
safe work practices and procedures.

 | Property/Vehicular Insurance - maintains and
evaluates city liability coverage.
|
 | Training Assistance - The Risk Manager provides
training for employees on such topics as blood borne pathogens, hazard communications,
confined spaces, personal protective equipment, ergonomics, employment liability,
supervisor's liability issues and sexual harassment as well as D.O.T. drug and alcohol
program training for compliance with federally mandated testing for commercial driver's
license holders.
