The Mayor of the City of Cheyenne appoints individuals to serve on
various boards and committees with City Council concurrence. Following is a list of
those boards and commissions along with a brief description and a contact person should
you have further questions.

 | BOARD OF ADJUSTMENT: To hear and decide
appeals from decisions made by the City and the Development Director and to make legal
interpretations of the pertinent provisions in order to correct any possible
misinterpretations, and to review variance applications.

 | BOARD OF PUBLIC UTILITIES: To manage, operate,
maintain and control the waterworks plant and system and the sanitary sewer system of the
city.

 | BUILDING CODE BOARD OF APPEALS: To hear and rule on
appeals of an aggrieved party from decisions of the Building Official, the Historic
Preservation Board and other proceedings as provided by City Code in order to determine the
suitability of alternate materials and types of construction and to provide for reasonable
interpretations of the provisions of the Uniform Technical Codes.

 | CITY/COUNTY JOINT POWERS BOARD (FRONTIER PARK
IMPROVEMENTS): To finance the renovation and construction of structural
improvements and ongoing grounds improvements, with the possible resultant increase in
seating capacity of the Grandstand B facilities in Cheyenne Frontier Park and arena.

 | CHEYENNE HOUSING AUTHORITY (CHA) BOARD: To
alleviate unsanitary or unsafe substandard dwellings and shortages of safe and sanitary
dwellings existing in the community for persons of the low income bracket by finding
rentals or housing at prices they can afford.

 | CITY/COUNTY HEALTH BOARD: May enact rules and
regulations pertaining to the prevention of disease and the promotion of public health in
the area over its jurisdiction. Not to be less effective than or in conflict with rules
and regulations promulgated by the State Department of Public Health. The City
health officers shall have all powers vested by law in county health officers. One
Commissioner and one Council member serve as ex officio.

 | COMMUNITY ACTION EXECUTIVE BOARD (Private, non-profit
organization) To represent the needs of the community as a whole; to stimulate a better
focusing of both public and private resources, upon the goal of enabling low-income
persons to attain the skills, knowledge, and motivation to secure the opportunities needed
for them to become self-sufficient. The Board acts as a catalyst to make the community
more responsive to the needs and interests of the poor by mobilizing resources and
maintaining every effort to guarantee that the resources, once mobilized, are not reduced
or eliminated.

examination standards for licensing of building contractors. To conduct hearings and
investigations as necessary to enforce the provisions of the Cheyenne City Code.

County Economic Development JPB): To facilitate and promote the sound economic
growth of the state of Wyoming, the development of its natural resources, the protection
of its natural environment, and to promote employment opportunities for the citizens of
Wyoming by creating or encouraging the expansion of manufacturing and industrial plants,
processing facilities and all kinds of businesses which contribute payrolls and tax base
to the state of Wyoming.

 | MAYOR'S YOUTH COUNCIL:
To give youth an opportunity to learn about government at the level
closest to the people and to weigh in on policies affecting young people
in our community. Youth between the ages of 14 and 19 are selected
to serve on the council for one school calendar year. Terms are
renewable and members may be re-appointed from year to year.

interpretations of Employees Rules and Regulations; to receive, hear and decide
grievances; make recommendations to the Mayor and City Council.

 | PLANNING COMMISSION (Cheyenne/Laramie County Regional Planning
Commission): To accomplish the maximum economic, physical and social welfare
and a coordinated and harmonious development of land, buildings and transportation
facilities. It shall have the powers necessary to carry out its functions in accordance
with the City Code and the State Statutes related to planning, zoning and land
subdivision. It may be assigned additional powers by City Council or County Commissioners.
Any party aggrieved by a recommendation or decision of the Planning Commission may appeal
to the City Council or County Commissioners.

expenditure of the 2% lodging tax imposed by the citizens of Laramie County, subject to

BOARD: WARM is a joint liability pool involving Cheyenne and other Wyoming

Natrona County). WARM's purpose is to fund the legal liabilities
for which the member entity becomes responsible.
